1. These are the administrative arrangements for the Waipapa Marae, Kawhia,
Special General Meeting (SGM) to be held at the Pā on Saturday 6 August 2022.

Car Parking

Parking at the Marae is limited and attendees may need to park out on the side of the main road. There is no parking available behind Te Maru o Hikairo for anyone other than the ringawera team.

COVID 19 Protocol

To limit the spread of Covid-19, Waipapa Marae Trust will temperature screen all whānau who attend the SGM from 8:30am to 9:30am. All SGM attendees, please follow the process described in the table below:

Step	Action
1.	Arrive and complete temperature screening at the Pā gate.
2.	Those with a temperature lower than 37.5oc will receive an arm band and proceed to the registration desk before entering the Marae
3.	Those with a temperature of 37.5oc and higher will; Ushered toward designated supervised testing area Complete RAT within their vehicle Those who return a negative result will receive arm band and and proceed to the registration desk before entering the Marae Anyone who returns a positive RAT result will be asked to return home
***	For instances where only 1 x person in a vehicle returns positive RAT test, the entire car will be asked to return home to isolate

SGM Registrations

Marae beneficiaries over the age of 18 who attend the SGM in person will be asked to register after they complete temperature testing. The details we will be asking for are:
1. Full Legal Name
2. Preferred Email Address
3. Contact Phone Number
4. Waikato-Tainui Benroll Number
If attending virtually, please add the above details into the Zoom Chat when you are admitted to the Zui.
Whanau under age 18 are welcome to also provide their contact information
to the Marae should they wish to do so.
To improve communications with our beneficiaries, the Marae Trust wants to create an email distribution list so we can send Waipapa related panui to its beneficiaries.

Who can attend this SGM?

This SGM is solely for Waipapa Marae Beneficiaries, non-beneficiaries are not invited. The Waipapa Marae Charter defines beneficiaries as are those who whakapapa to Ngāti Hikairo ki Kāwhia and affiliate to Waipapa Marae.

All beneficiaries of Waipapa Marae are entitled to attend and speak at any general meeting of the Marae
All beneficiaries who have attained the age of 18 years are entitled to vote in person at any General Meeting of the Trust.
Spouses and partners of Beneficiaries can participate and contribute to discussions but do not have voting rights.

9.00 am	MIHI WHAKATAU Ngā Tai Whakarongorua This is the 1st event on the Marae open to all beneficiaries, since April 2020.
10.00 am	TE MARU O HIKAIRO - WHAKAWHANAUNGATANGA Morning Tea will be served
10.45 am	INTRODUCTION & BACKGROUND TO SGM Chairman: Cath Holland Zoom attendees will join at this time.
10.50 am	WAIPAPA MARAE TRUST – Chairman, Cath Holland In response to issues that question the ability of the Trustees to govern and manage the responsibilities of the Trust, in the best interests of our beneficiaries: Why did Waipapa Marae Trust enter an agreement with the collective of Ngā Marae o Kāwhia Moana and Waikato Tainui, to settle the WAI 30 and Remaining Claims on behalf of beneficiaries, without consulting the Ruununga? In respect of the purchase of 5491 State Highway 31, Kāwhia. What does the Trust intend doing with the property? What has been agreed by the Marae Trust with Te Arataura? What analysis (investment planning and risk assessment) has the Trust done to mitigate any potential risks to the long-term sustainability of Waipapa Marae and the Trust? What consideration was given to the impact of this decision to the Rūnunga, for it to finalise its negotiations with the Crown? What is the Marae’s relationship with the Rūnunga? The Trust has failed to meet its obligations and legal responsibilities as detailed in the Trust Charter; an example being the Trust’s response to convening this SGM. The Trust has failed to communicate with its beneficiaries in an open and transparent way.

The Trust is required to consult and consider the views of its beneficiaries, before making any decisions Trustees are “significantly” conflicted in their ability to make considered and impartial decisions. What is the detail of the next phase of the infrastructure build including any site or structural changes? Why has Waipapa Marae remained closed when COVID restrictions have been lifted?
